Reselling of electricity occurs when an electricity customer (the inset network operator) one purchases electricity from a licensed retailer (inset customers). Inset customers are generally tenants of the operator.

Reselling occurs via an electricity distribution system, or inset network (also referred to as an embedded network), owned by the operator. Electricity reselling most commonly occurs in:

  • shopping centres 
  • office buildings
  • industrial parks and
  • caravan parks

The Commission has established the maximum electricity reselling prices that can be charged as per following:

  • The maximum electricity reselling prices that inset network operators can charge for electricity used by transitional inset customers are set out in the Commission's Open Letter.
  • The Commission notes that the obligation of an operator to charge the approved prices is a condition of statutory exemption from the need to be licensed under Part 3 of the Electricity Act 1996.

The Commission has developed an Advisory Bulletin to provide up to date information on electricity reselling in SA.
